 What is Open Enrollment?

 Wisconsin’s full-time inter-district public school open enrollment program allows parents to apply for their children to attend school in a school district other than the one in which they reside. [Wis. Stat. § 118.51 and Wis. Admin. Code § PI 36.03(1)]

**In Wisconsin, School Boards determine the number of open enrollment seats for all students—including those with disabilities—each January by assessing available space at each grade level and in special education programs for the upcoming school year. 

When a family applies for open enrollment and one of the student’s applying has a disability, the district carefully reviews the student’s Individualized Education Plan (IEP) to understand the student’s needs and services. After the IEP has been reviewed, the district reviews the space available in special education programs to determine if there is space available in the appropriate program for the student applying.  If there is no space available, then the application will be denied. 

In the Waunakee Community School District, we have new students with disabilities enroll every year from other districts, other states and other countries.  On average we gain 20-40 new resident students with disabilities every single school year.  Because we understand this trend and it has continued for more than a decade, we are unable to “hold” a large number of spots open for students from outside the district.  

The district’s open enrollment policy also outlines that if a student enters the district through open enrollment and is then evaluated and placed in special education, the district does have the right to return the student to their resident district.

IMPORTANT DATES

February 2 - April 30, 2026
at 4:00 p.m.
Parents must submit applications online or directly to the nonresident school district.
 
June 5, 2026 Nonresident school districts must mail or email notices of approval or denial. If the application is approved, the school district must notify the parents of the specific school or program to which the student is assigned. If the application is denied, parents have 30 days to file an appeal.
June 12, 2026 Resident districts must notify applicants if the application is denied. If the application is denied, parents have 30 days to file an appeal.
June 26, 2026 Parents of accepted applicants must notify the nonresident district if the student will attend the nonresident district in the 2026-27 school year. If the parent fails to make this notification, the nonresident district may refuse to allow the student to attend the district.
July 1, 2026 The Alternative Open Enrollment Application for the 2026-2027 school year will be available.

 


 

Transportation Reimbursement

Families who qualify for free and reduced services may apply to the DPI for reimbursement of a portion of their transportation costs.

Following the recommendations from the Policy Committee, the Board of Education approved policy 423 (Open Enrollment) on Monday, June 9, 2025.

The open enrollment policy changes apply to the 2026-27 school year, specifically to families considering moving out of the WCSD, or siblings of open enrollment students not currently enrolled in the WCSD.
